Funders, taxpayers, ratepayers and your stakeholders are increasingly calling for evidence-based evaluations and reporting.
In 2018, Congress passed the Evidence Act, which requires federal agencies to improve their evaluation processes.
As such, more is being asked for states and localities which receive federal funding.
One example of ICatalysts research is a 2024 report to the New York Legislature on establishing a statewide research and development laboratory system. Other examples are market transformation research for the California Energy Commission’s (CEC) “Innovation Benefits” study and a study on the case for climate preparedness for the San Diego Foundation, one of the largest community foundations in the United States.

Our public sector clients are investing in improving their evaluation policies and processes including metrics, data collection, analysis and reporting. For example, over the past five years we have led and supported these initiatives for the California Energy Commission (CEC) and New York State Energy Research and Development Authority (NYSERDA).
Over the past 15 years, ICatalysts has developed and implemented measurement frameworks for innovation, R&D, electricity and gas, and water utility operations, and for climate initiatives. In the commercialization space, we have crafted state level innovator/entrepreneurship programs, and accelerator programs.
Over the past 3 years, ICatalysts and the University of Michigan have conducted research and outreach on entrepreneurial networks and ecosystem development. In June 2023, we held a half-day workshop for practitioners and researchers that 160 people attended. In June 2024, we presented our research at the R&D Management 2024 conference in Stockholm, Sweden.
An evaluation speciality of ours is innovation ecosystem mapping and analysis using social network analysis. We’ve been funded by the States of California and New York to develop software to support this analysis.
